THE VILLAGE VOICE ARCHIVES
December
HOLIDAY PARTY –
TUESDAY, DECEMBER
6, 2005!!!!
Don’t miss the Village Residents’ Association
annual holiday party! This year’s gala event will be held on
Tuesday, December 6th at 7:30 p.m. at the Sullivan Museum, 225
West Hawthorne Street. The Sullivan is a great place for our holiday
party. While the VRA strives to preserve what is best about the Village
into the future, the Sullivan preserves and celebrates our past. What a
grand combination!
There
will be lots of goodies and holiday cheer aplenty at the holiday get
together. It’s a great opportunity to visit with your neighbors and meet
new friends. Please feel free to encourage other Village residents who
are not currently members of the VRA to attend as well. The party offers
a chance for them to find out what the VRA is all about and have fun at
the same time.
While you
are there, be sure to check out “Gingerbread on Parade,” a
magnificent display of gingerbread creations concocted by Zionsville
residents, young and old. The gingerbread house exhibit will be on
display through December 17th. And don’t miss the Magic of Toy
Trains exhibit, featuring toy trains circa 1915 – 1955. Also – don’t
forget to take a little time to stop next door at the Munce Art Center and
take in the “First Come, First Hung” exhibit, a breath-taking eclectic
exhibit by participants ranging from budding artist to seasoned
professional.
Historical Guidelines Committee Update
The
committee continues to work on a draft of a conservation ordinance and a
voting process. They hope to conduct a public meeting in February 2006 in
order to provide more information to Village residents. Your input and
comments are always welcome on this ongoing and important issue. For more
information about the guidelines and the project, please visit the
zvra.com web site or
contact Tony Macklin.
Town
Council Meeting
The Zionsville Town Council
will meet on Monday, December 5th, at
7:30 pm. Among other issues, the Council will address the Plan
Commission’s recommendations regarding rezoning issues involving proposed
WalMart properties along Michigan Road.
2005 – A
Look Back
In 2005
we were fortunate to host such great speakers as Town Councilors, David
Brown and Art Harris; Boone County Senior Services Director, Sue Ritz;
Town Marshall, Jim Wampler; Maple Lawn Farms representative, Chris Garvey;
Street Superintendent, Lance Lantz; and Sullivan Museum Curator, Andra
Walters. These individuals provided our members with many interesting,
informative presentations at the 2005 meetings. Our Historic Guidelines
Committee continued to work on a plan that will help preserve the
integrity and character of our Village. We participated in the annual
Fall Festival Parade. We also had a great get together at the annual VRA
picnic in Lincoln Park in September – and we’re looking forward to the
December Holiday party at the Sullivan Museum. All in all, a great year
for the VRA. Our membership continues to grow and all the great people
that continue to be involved in our association prove one thing – we all
want to keep the Village of Zionsville such a very special place to live!
Meeting
Agendas for 2006
Next
year’s meeting agendas are still in the works. We’d like to hear your
ideas. Please give us some input about what topics and speakers you would
like to see at the 2006 VRA meetings. Please contact Marianne Doyle or
Jack White with your ideas.
October
Boone
County Senior Services Representative to Speak
Sue Ritz, Director
of
Boone County Senior Services, will be the featured speaker at this
month’s Village Residents’ Association meeting. Ms. Ritz will explain
the valuable services that the organization offers, how to access
these services and how they can benefit you and your community, as
well as how you can help with volunteer opportunities.
Ms. Ritz will
answer questions and provide direction about many of the issues that
affect seniors in Zionsville and in
Boone County.
This is an
important topic which affects all of us, or will affect all of
us - as senior citizens ourselves, or as the relative of a senior.
Don’t miss it!

elect the new officers to head the VRA for 2006. The candidates
chosen by the VRA Nominating Committee are:

Jack White

your new VRA leaders on October 25th!!
***Meet the
Candidates***
President:
Jack White
Jack has been a member of the VRA
since its inception in 1997. He has played various roles in the VRA
including managing the newsletter distribution process, member of the
Executive Committee and most recently as Treasurer. As President his
primary goal is to determine and support the needs of the village
residents. He has lived in the Village since moving here in 1995 and both
he and Sharon love life in the Village and want to keep it a great place to
live.
Although he is retired from the corporate world he is
still working part time at Zionsville Antiques and as an Accountant for the
Stonegate Development Group. He has been married to Sharon for 46 years and
they spend as much time as possible with their children and grandchildren.
Vice President
Jennifer Blandford
Jennifer Blandford is a native Hoosier, having grown
up in Brownsburg. Upon graduation from Bethesda Christian high school in
1990, she began moving south. First for college in Lynchburg, VA, and then
later in NC and GA for employment. After nearly 15 years in the south, she
has returned to her home state, taking up residence in Zionsville at 50 E
Poplar St. Jennifer is a realtor with Carpenter Realtors and has both a
personal and professional interest in maintaining property values and the
village way of life. She says that what drew her to Zionsville was the
quaintness of the village, the very friendly small town feel and the
similarities to it and the coastal island she left behind. Jennifer hails
most recently from Saint Simons Island, GA, a small island community with a
village of its own. While in GA, she owned and restored an historic home in
Brunswick and through that project, she became an active member of the
Preservation Association, serving on their annual home tour
committee. Prior to living in GA, Jennifer resided in Winston-Salem, NC,
where she restored two other historic homes. Jennifer is an active member
of the Lions Club of Zionsville and the Chamber of Commerce. She attends
Zionsville Presbyterian Church and is a member of the National and local
Board of Realtors.
Secretary
Andrea Martin
Andrea Martin has been a resident for six years and a
member of VRA since Aug 2004. She majored in English at Purdue and studied
prelaw at Butler, but her passion for animals and the environment determined
her career. Working to advocate and advance habitat preservation and
restoration and wildlife conservation, Andrea was a zoo professional for 20
years. During her zoo career, she served as Legislative Committee Chair,
Chair Elect and Chair of her professional association. She currently works
in records and information management at PAI. She serves on the Board of
her family's national association and volunteers at Morning Dove. Upon
returning to Zionsville from Houston, Andrea decided it was important to do
her part in serving and promoting her
community and is looking forward to serving
the VRA as Secretary.
Treasurer
Bill Burgman
Bill Burgman and his wife,
Vickie, are longtime residents of Zionsville and have been involved in the
VRA and numerous community activities for many years.
August 2005
Town Council Representatives to be Featured Speakers
at August Meeting
Town Council members David Brown and Art
Harris will be the featured speakers at the upcoming Village Residents'
Association meeting to be held on Tuesday, August 23rd at 7:30
pm. They will address many issues currently facing the Village and will be
on hand to answer your questions and concerns.
As Village residents as well as town
representatives, both Brown and Harris have a vested interest in the
concerns of the Village and will welcome your questions and feedback on any
issue.
A proposed 1% Food and Beverage tax is
just one item under debate. The Council discussed this option at the August
1st Council meeting and will revisit it at the September session. If you
have questions or concerns about the tax, this is your chance to get some
answers and give your input.
Business district traffic flow and parking
is another ongoing concern. As is the preservation of the Village's
character and integrity.
The addition of a lobbyist to assist the
town in gaining much needed funds for improvements and local programs is
also a pending issue upon which Harris and Brown will be able to offer more
information.
These are just a few of the issues the
Council representatives will discuss at this month's meeting.
Town Marshall,
Jim Wampler will Discuss Village Traffic Issues
Our Village can only continue to retain
its character and integrity and manage its growth in a positive way with the
involvement of its residents. So, please plan to attend this important
meeting on Tuesday, August 23rd. And don't forget to bring your
questions!
Traffic in the Village business district giving you a headache? Finding a
parking space so you can visit your favorite shops and restaurants becoming
a hassle?
Don't despair! As an added and much welcome bonus, Marshall Jim Wampler
will be at Tuesday's meeting to address those traffic flow woes.
Results from a traffic study of the Village business area were recently
unveiled at a Zionsville Safety Board meeting. Marshall Wampler will share
those results and provide some possible solutions. He urges everyone to come
to the meeting and offer their input.
Historic Preservation and Conservation
A brief update on the proposed conservation ordinance will be presented
at the August meeting. Printed information will be available as well. For
more information please visit the VRA website
www.zvra.com and check the Preserving the
Past and Future link.
Boone County Senior Services
Sue Ritz, a representative from
Boone
County Senior Services, will be October's featured guest.
Informational literature on Boone County Senior Services will be available
at this month's meeting.
By-laws Reviewed
Also at this month's meeting, proposed changes to the By-laws will be
presented allowing By-laws to be amended more than once each year and
providing for a family membership classification.
proposed changes. These changes will not be voted on until
the October meeting.
THE 1% FOOD AND BEVERAGE TAX – A FEW THOUGHTS
Longtime resident and local merchant, Ralph Stacey, says he supports the
proposed 1% Food and Beverage tax for a period of three to five years in
order to accomplish some non-typical budgetary goals. At the recent Town
Council meeting, Mr. Stacy offered some possible funding utilizations:
• The establishment of municipal off-street parking lot in the downtown
area
• Promotion, advertising and basic town expenses of Town Events
• Flower planters on Zionsville Road and 334 bridges with ultimate
replacement of solid concrete sides with see through barriers.
• Town grant writers and lobbyists
• Upgrade the near future downtown commercial directional maps
• Become an active member to the National Historic Trust for Historic
Preservation Main Street Program
• Establishment of town grant funding for Business Facade Restoration
based on Zionsville Authentic Business Architectural Heritage
• Expansion of the Greater Zionsville Chamber of Commerce office, located
on Elm Street
• Decreasing town debt load.
Mr. Stacy also strongly recommended a temporary moratorium on new housing
developments, due to the fact the growth appears to be out pacing revenue,
resources and quality of life in his opinion.
Ghost Walk
Volunteers are needed for this year’s Fall Festival Parade and the 4th
annual Ghost Walk.
If you are interested in becoming involved, please see Marianne Doyle at the
August meeting or contact her at
mhdoyle361@aol.com or by calling 873-2547.
VRA PICNIC
What better way to spend a lovely Sunday afternoon than with your
friends and neighbors, sharing great food and even better company in the
most beautiful town in America? The annual VRA picnic is drawing near. This
year’s gala event will be held on Sunday, September 18th at 5:00 pm. in
Lincoln Park. Please bring a dish to share- salads, main dish casseroles,
side dishes or desserts, it's a “potluck” in the truest sense – the
most important item to bring is yourself and your good company. Also, bring
your own table ware – plates, utensils, napkins, etc and a lawn chair. The
VRA will provide soft drinks. You may also bring your own chosen beverage if
desired. We hope to see you there.
PSST! THE NEIGHBORS KNOW!
It's true! Your neighbors know a great plumber you can call at 3 am.,
they also know a guy who can feed your goldfish while you're on vacation and
then detail your car like nobody's business. Don't you wish you did? Fact
is, you probably do know service professionals, caregivers and the like that
you'd be pleased to recommend. So hold that thought – and send it to John
Tousley at
vp@zvra.com - for a new feature under
construction on the VRA website at
www.zvra.com .
This section, entitled Village Info Center, will be a forum in which to
share recommendations for things like contractors, mechanics and others.
It's New and Improved!
If you haven't really checked out
www.zvra.com lately, you're missing
out!
Our website has been expanded to include more information and links to
important Village resources. If you haven't lately, check it out today!

MAPLELAWN FARMSTEAD REPRESENTATIVE TO SPEAK
As you see the new housing developments and shopping centers creep closer and closer to the Village and watch the surrounding farms disappear, have you ever wondered if a way of life will be lost forever? Will future generations even know what a working farm was like?
Maplelawn Farmstead Inc. is a not for profit organization that is working to make certain that the legacy of one nationally recognized historic local farmstead will not be lost.
At the June 28th VRA meeting, Chris Garvey of Maplelawn Farmstead Inc. will be on hand to explain the project, which involves a 3.8 acre farmstead complex located on Mulberry Road in Zionsville.
The group hopes to preserve the farmstead and build an educational museum on the property while developing park space. They hope to create an entity that will eventually be self-funding and sustainable.
Mr. Garvey will offer information, not just on the importance and scope of the project, but about how we as a community and as individuals can help make it happen.
This promises to be a
fascinating presentation. Please plan to attend this Tuesday at 7:30 p.m. at the Sullivan Museum, 205 West Hawthorne Street.

SIXTH ANNUAL LAMPLIGHTER AWARD
Created to honor Village homeowners who have restored or preserved their residence during the past year in an outstanding manner while maintaining the spirit and integrity of the unique architecture in the Village of Zionsville, the lantern award itself is symbolic of leading the way in restoration. This year’s Lamplighter Award was presented to the Zelonis family for the excellent renovation of their 40 South Third Street home. Layers of asbestos shingles were removed from the structure to reveal the original clapboard siding beneath, while the gracious wraparound front porch was painstakingly restored to its former glory as well. To complete the transformation, the Zelonis’ selected a historically appropriate color palette. Though Mark Zelonis admits it’s still a work in progress, the attention to detail and the obvious respect for the charm of the old home and its place in this historic Village are remarkable.
The Zelonis’ received the honor from Ralph Stacy, Award Committee Chairman, in a ceremony at Lincoln Park on May 15th. The award was given in conjunction with National Historic Month.
Please join us in recognizing and congratulating the Zelonis family at our June meeting. And if you haven’t had a chance to see the (almost) finished product, be sure wander by and take a look. A truly impressive effort and an asset to the character of the Village!

Historical Guidelines Committee Update
The October
presentation of the Historical Guidelines was very positive. About 80
people were in attendance at the VRA meeting and the overwhelming majority
indicated they were in favor of forging ahead with the project.
Audience members offered many good comments and suggestions. The
committee is taking those suggestions under advisement and hopes to provide
an informational presentation to the Town Council members at an early 2005
Council meeting. For more information about the guidelines and
the project, please visit the zvra.com web site or contact John Tousley at
jtousley@indy.rr.com
2004 – A Look Back
The 2004 Village Residents’ Association meetings featured a wealth of
interesting topics and speakers.
In 2004 we were fortunate to host
such great speakers as Dick Crane, Town Council President; Tommy Kleckner of
the Historic Landmarks Foundation; Lana Funkhouser, Zionsville Plan
Commission President; Zionsville School Superintendent, Howard Hull and
Eagle Elementary Principal, Tim East; and our own John Tousley and the
Historic Guidelines Committee. These individuals provided our members
with many interesting, informative presentations at the 2004 meetings.
We also had a great get together at the annual VRA picnic in Lincoln Park in
September – and we’re looking forward to the December membership meeting and
Holiday party at the Sullivan Museum. All in all, a great year for the
VRA. Our membership continues to grow and all the great people that
continue to be involved in our association prove one thing – we all want to
keep the Village of Zionsville such a very special place to live!
Meeting Agendas for 2005
Next year’s meeting agendas are
still in the works. We hope to ask our Town Council representatives to
speak, along with the street superintendent, Lance Lantz to give us the
"word on the streets,” but we’d like your ideas as well. Please give
us some input about what topics and speakers you would like to see at the

Proposed Historic Guidelines to be Presented at October 26th Meeting
After many months of work, the members of the Zionsville Village
Historic Preservation Guidelines Committee will introduce the proposed
historic preservation guidelines for Zionsville’s Village area at the
October 26th VRA meeting.
John Tousley, VRA Vice President and
Co-Chairman of the Historical Preservation Guidelines Committee will present
the proposed guidelines for public review and discussion. He will discuss
the Committee’s efforts in devising the guidelines for the Village, based
upon the responses received to a questionnaire distributed to Village
residents last year. The guidelines address such issues as demolition of
houses and design elements for new homes or major changes to the exterior of
existing homes.
Tommy Kleckner, director of the Western Regional
Office of Historic Landmarks foundation will also be on hand to discuss the
role a historic preservation commission has in protecting and revitalizing
older houses and neighborhoods and the potential impact of such efforts on a
community.
Because the guidelines are an ongoing community effort,
input from Village residents is vital. The committee welcomes your
questions and suggestions on this very important issue. If you value
the unique character of our Village, please don’t miss this meeting!
The most recent draft of the guidelines can be reviewed by
clicking on here.

Just in time for Halloween……
For Sale- 4
Bedrooms - 2 Bathrooms and a Ghost Do I have to mention the last part?
You are ready to put the sign on the lawn! You have a pristine Victorian
home in the Village. It is amazing how little you had to pay for it. Visions
of amazing profit dance in your head. There is only one problem though, that
pesky ghost in the attic who keeps complaining about some unfortunate
incident so long ago. Why won’t Casper just get a life and get over it! More
important at the moment is do you have to disclose the fact that you have a
ghostly houseguest to a prospective buyer? It might not help your sale.
Indiana law defines a "psychologically affected property" as real
estate or a dwelling for sale, rent or lease to which one or more of the
following apply:
(1) That an occupant of the property was afflicted
with or died from a disease related to the human immunodeficiency virus
(HIV). (2) That an individual died on the property. (3) That the
property was the site of: (A) a felony
under IC 35; (B) criminal gang activity;
(C) the discharge of a firearm involving a law enforcement officer
while engaged in the officer's official duties; or
(D) the illegal manufacture or distribution of a controlled substance.
Are you required to disclose why Casper is hanging around? The answer is “no”,
unless you are asked. You are not required to disclose any knowledge of a
psychologically affected property in a real estate transaction. However, if
you are asked, you may refuse to respond, but you must not intentionally
misrepresent a fact concerning a psychologically affected property in
response to a direct inquiry from a transferee.
So tell Casper to
stay put in the attic and remember what they say in the army now, “don’t
ask, don’t tell”.

FIFTH ANNUAL LAMPLIGHTER AWARD Created to honor Village
homeowners who have restored or preserved their residence during the past
year in an outstanding manner while maintaining the spirit and integrity of
the unique architecture in the Village of Zionsville, the lantern award
itself is symbolic of leading the way in restoration. This
year’s Lamplighter Award was presented to Beth Bugbee, for the excellent
renovation of her circa 1870 – 1880 home at 10 East Ash Street. The
character of the dwelling was preserved throughout the project, resulting in
a charming and historically appropriate renovation. Bugbee received the
honor from Ralph Stacy, Award Committee Chairman, in a ceremony at Lincoln
Park on May 16th. The award was given in conjunction with
National Historic Week (May 3-8). Please join us in recognizing
and congratulating Ms. Bugbee at our June meeting.

Historic Landmarks Representative, Tommy Kleckner, To Speak On Historic
Preservation At The April 27th Meeting Whether an owner of
a historic building, a resident in a historic district, or simply someone
who is interested in local history, effectively protecting and preserving
local historic resources has become a concern for many people and
communities throughout the state. A local historic preservation
ordinance is the most effective tool for addressing this concern.
Historic preservation has become a more pressing issue this year in the
Village in light of the recent demolition of two historic homes, as well as
the construction of new homes replacing the old homes or upon the few
remaining vacant lots. There is a growing realization of the need to
preserve the older homes, which provide so much of the character of the
Village, and to assure that future construction is consistent with existing
homes around it.
On April 27, 2004, Tommy Kleckner,
director of the Western Regional Office of Historic Landmarks
Foundation, will discuss the basics of a local preservation ordinance,
covering such topics as developing appropriate design guidelines, the role
of a local historic preservation commission, and the positive impact a local
ordinance can have on properties.
You can find out more about
Historic Landmarks Foundation by visiting its web site at
www.historiclandmarks.org and its mission to save and restore
irreplaceable architectural heritage.
After Mr.
Kleckner’s presentation, John Tousley, VRA Vice-President and Co-Chairman of
the Historical Preservation Guidelines Committee will discuss the
Committee’s efforts in devising guidelines for the Village, based upon the
responses received to a questionnaire previously distributed to Village
residents.
Questions regarding the impact of historic preservation
and the efforts of the Preservation Guidelines Committee will be welcomed.

want to learn about the newest developments in Town government, now and
anticipated in the future?
If your answer to any of the questions
